Hanfa and the Ministry of Finance present the Draft proposal for the Croatian Investment Account Act

To mark the launch of the public consultation on the Draft proposal for the Croatian Investment Account Act (hrvatski investicijski račun, HIR), the Ministry of Finance of the Republic of Croatia and Hanfa jointly presented the proposed legislative framework at the Ministry of Finance.

Matej Bule, State Secretary at the Ministry of Finance, Anamarija Staničić, Deputy President of Hanfa Board, and Martina Verić, Member of Hanfa Board, presented the key features of the Croatian Investment Account (HIR), which is intended to provide citizens with a simpler and more tax-efficient way of investing in financial instruments while supporting the further development of the Croatian capital market.

The introduction of HIR will enable citizens to invest in shares, bonds, money market instruments, UCITS and ETFs without incurring tax liabilities, subject to the conditions laid down by the Act. The objective is to encourage citizens to allocate part of their savings from bank deposits, which generally generate lower returns, to capital market investments with the potential for higher long-term returns.

The draft legislation defines the HIR as a specially regulated investment account intended for natural persons. Each citizen will be entitled to open one account with an authorised intermediary meeting the statutory requirements and included in Hanfa’s register. Citizens will be able to manage the funds in their account freely, while the administrative obligations associated with the account will be handled by the authorised intermediary, thereby simplifying the investment process for account holders. The proposed maximum cumulative payment amount is EUR 200,000, or EUR 250,000 under certain conditions prescribed by the Act.

The proposed legislative framework establishes the conditions for stronger participation of citizens in the capital market, increased financial literacy, greater domestic investments and the continued development of the Croatian economy through enhanced capital market liquidity.

The introduction of HIR is one of the measures envisaged under the Strategic Framework for Capital Market Development in the Republic of Croatia 2025-2030 and the 2025-2026 Action Plan, adopted by the Government of the Republic of Croatia in March 2025. The proposed HIR framework is also aligned with the European Commission’s recommendations of September 2025 aimed at increasing the availability of savings and investment accounts across European Union Member States.
