Licence applications in the area of insurance and/or reinsurance distribution now also available via the START Plus system

The Croatian Financial Services Supervisory Agency (Hanfa), in cooperation with the Ministry of Economy of the Republic of Croatia and the Financial Agency (Fina), has joined the START Plus project – a digital platform that enables entrepreneurs to submit applications for licences to carry out activities in specific sectors.

As of 13 July 2026, applications for the following Hanfa licences in the area of insurance and/or reinsurance distribution may also be submitted through the START Plus system:

  • licence to pursue insurance distribution business for insurance representation crafts;
  • licence to pursue insurance and/or reinsurance distribution business for insurance and/or reinsurance brokerage crafts;
  • licence to pursue insurance distribution business for insurance agencies;
  • licence to pursue insurance and/or reinsurance distribution business for insurance and/or reinsurance brokerage companies.

The Ministry of Economy is responsible for the establishment of the START Plus system, while Fina has provided its operational implementation and user support. The START Plus system has been developed in accordance with the “once only” principle, meaning that data already held by public authorities are exchanged between the competent institutions, eliminating the need for users to repeatedly enter the same information into different forms. This reduces the administrative burden, speeds up procedures, and minimises the risk of errors when submitting applications.
