Hanfa and Ministry of Finance hold quarterly capital markets and insurance sector consultation
On 25 September 2026, representatives of the Croatian Financial Services Supervisory Agency (Hanfa) and the Ministry of Finance held their regular quarterly consultation with representatives of the financial industry in cooperation with the Croatian Chamber of Economy (CCE). The meeting focused on current regulatory and market development topics, with particular emphasis on the establishment of the Croatian investment account project, preparations for the transition to the shortened T+1 securities settlement cycle, reporting obligations under the EMIR Regulation, and the introduction of accepted market practices on the Zagreb Stock Exchange.
State Secretary at the Ministry of Finance Matej Bule opened the discussion by highlighting the importance of the Croatian investment account for the domestic capital market, while Deputy President of the Hanfa Board Anamarija Staničić underlined the importance of timely involvement of market participants in the implementation of the project: “The Croatian investment account represents an important step forward in the development of the domestic capital market and in encouraging citizens to engage in long-term investing. To realise the project's full potential, it is essential to identify and address all operational and technical implementation issues in a timely manner. This is precisely why an open and objective dialogue with the industry is so important to us, as the industry is most familiar with its own systems and processes and can help ensure that citizens are offered a simple and high-quality solution.”
The consultation included an overview of activities related to the implementation of the Croatian investment account project, and participants exchanged views on the technical and operational aspects of its implementation. The discussion also covered preparations for the transition to T+1 settlement and the need for all stakeholders involved to align their processes in a timely manner.
Hanfa also presented activities related to the reporting on OTC derivatives and active accounts under the EMIR Regulation, announcing an increased focus on the quality of submitted data. In the part of the programme dedicated to the capital market, participants were introduced to the proposal relating to accepted market practices on the Zagreb Stock Exchange, with emphasis placed on the importance of industry feedback before the final proposal is submitted to the European Securities and Markets Authority (ESMA).
The second part of the consultation focused on the most significant amendments to the Insurance Act, stemming from the review of the Solvency II regulatory framework, as well as related national legislative adjustments. The participants were also informed of activities concerning the adoption of the Act on the Resolution of Insurance and Reinsurance Companies and the next steps in establishing the resolution framework.
Quarterly consultations serve as an important communication channel between the Ministry of Finance, Hanfa and market participants, facilitating the timely exchange of information on regulatory changes and challenges in the financial sector.
